QES staff is providing state-of-the-art pavement data collection QA services to the Virginia Department of Transportation – Asset Management Division. QES developed the quality monitoring plan for VDOT in 2000 during earlier work, establishing the statistical control limits for each data element. For this project QES provides technical assistance and independent verification and validation on 22,000 miles of Interstate, Primary & Secondary route pavement data annually which include ROW digital imaging, pavement roughness, rutting and distress. QES develops truck-to-truck precision and bias estimates, reviews control site data and provides assurance to VDOT that all equipment is functioning within the specified limits for data collection. In addition, QES provides an IV&V check on all pavement distress rating by performing a 5% sampling of each deliverable. A final effort on this project included completing an update to the Virginia Pavement Distress Identification Manual as well as the creation of the Virginia Network-Level Pavement Condition Data Collection Quality Management Plan.
