Provide pre-construction, during construction, and post-construction preventative maintenance monitoring; construction inspection and documentation; and database implementation.

QES' responsibilities for the PennDOT preventative maintenance project consisted of: Conducting a pre-construction pavement condition survey, which included distress evaluation, rutting measurements, roughness measurements, load-transfer efficiency of concrete slab joints, and the stiffness measurements using deflection data collected using a Falling Weight Deflectometer (FWD); providing a structural design evaluation using the pavement condition data sets for both north and southbound sections; using laboratory testing to determine basic mixture properties and performance; performing pre-construction monitoring, including traffic control plans, equipment, and contractor quality control plan; construction monitoring; construction inspection and documentation during pavement repair, surface preparation, pavement, and acceptance testing, including observing and compiling results from testing such as ride quality, pavement thickness coring, and sampling of bituminous paving materials; and implementing a database, which included all information collected.
